Emergency Cold Weather Advisory and Warming Center Activation
The City of Jacksonville’s Emergency Preparedness Division has extended the activation of its Warming Center Contingency Plan through Monday, February 2, 2026, in response to a prolonged period of freezing temperatures. For the evening of Saturday, January 31, the Legends Center, located at 5130 Soutel Drive, will serve as the primary overnight warming station from 9:00 p.m. to 9:00 a.m.
Residents requiring transportation may utilize Jacksonville Transportation Authority (JTA) buses at no charge from any designated bus stop throughout Duval County to reach the center. Officials urge citizens to follow the '5 P’s' of cold-weather safety:
- People: Check on the elderly and ensure children are appropriately dressed in layers.
- Pets: Bring all domestic animals indoors.
- Plants: Cover sensitive vegetation or move it inside.
- Pipes: Insulate exposed plumbing and allow faucets to drip to prevent freezing.
- Practice Fire Safety: Keep space heaters at least three feet away from flammable materials and never use ovens for home heating.
New Municipal Ordinance: Animal Stray-Hold Reduction
As of this week, a new city ordinance is officially in effect regarding animal welfare and shelter operations. The Jacksonville City Council has given final approval to reduce the mandatory stray-hold period at Animal Care and Protective Services (ACPS) from six days to five days. This adjustment is intended to reduce animal stress levels and expedite the adoption process for animals without identification. Residents searching for lost pets are encouraged to visit the ACPS facility within this new five-day window to facilitate a reunion.
Critical Update: SNAP Work Requirement Changes
A public service announcement is issued for residents receiving Supplemental Nutrition Assistance Program (SNAP) benefits. Effective tomorrow, February 1, 2026, new federal work requirements will apply to adults aged 18 to 64 without dependents. Impacted individuals must participate in qualifying work activities, training programs, or volunteer services for at least 80 hours per month to maintain eligibility. Residents are advised to contact the Florida Department of Children and Families to verify their status and ensure continued access to benefits.

The Florida Department of Transportation (FDOT) has announced that construction for the final phase of the First Coast Expressway is scheduled to begin in early February.
