Council Rules and Attendance Discussion
Beginning at 1:30 p.m., Council Member Michael Boylan will host a noticed public meeting in the Henry Cook Room on the first floor of City Hall. The primary focus of this session is the discussion of Bill 2026-0137. This ordinance proposes significant amendments to the Council Rules regarding member attendance and voting procedures. Specifically, the bill seeks to address authorized absences for standing committee meetings and establish new requirements for achieving a quorum. If passed, these changes are slated to become effective on July 1, 2026. 2026-2027 City Council Leadership Deliberations
Throughout the afternoon, a series of individual meetings will be held in the Lynwood Roberts Room to discuss the future of City Council Leadership for the 2026-2027 term. These sessions allow council members to discuss internal leadership structures and goals for the upcoming year:
- 2:00 p.m. – Council Vice President Howland will convene a meeting regarding leadership transition and objectives.

Regular City Council Meeting and Budget Hearing
The full Jacksonville City Council will convene for its regularly scheduled meeting at 5:00 p.m. in the Council Chambers. This legislation concerns an amendment to the Jacksonville Transportation Authority (JTA) budget for the current fiscal year.
