A Jacksonville woman, identified by federal authorities as Jennifer Susan Cruz, 40, was charged by criminal complaint with assaulting officers during an immigration operation after an encounter that began as a traffic-related interaction on Beach Boulevard on Jan. 13, 2026. The case involves federal immigration officers assisted by the Florida Highway Patrol (FHP) and centers on allegations that Cruz struck a trooper and resisted arrest as officers worked near the Mi Pueblo grocery store area.
Federal authorities allege the operation was aimed at locating and administratively arresting people who were unlawfully present in the United States. During the operation, an FHP trooper pulled over another vehicle for a traffic infraction, and Cruz drove by while recording on her cellphone, later parking nearby and yelling as she continued filming.

According to the federal complaint summary, a second trooper approached Cruz regarding the use of a cellphone while driving and asked for her driver’s license. Cruz said she did not have the physical license but had a photograph of it on her phone. A records check later showed her license had been suspended since June 17, 2025, prompting a tow request because she was not legally authorized to drive.
Authorities allege that while waiting for the tow truck, Cruz drove away. Troopers then activated lights and sirens, boxed in her vehicle and stopped it a short distance away. Cruz was instructed to exit and surrender her keys so the vehicle could be turned over for towing. Investigators allege she repeatedly refused, became verbally hostile, and said she was “ready to fight.”
The central allegation is that when a trooper attempted to retrieve the keys, Cruz struck the trooper in the face with a closed fist, leading multiple officers to move in to arrest her.
