Busy Legislative Slate for Jacksonville Government

The Jacksonville City Council and Mayor Donna Deegan have a packed schedule of meetings and public sessions today, Tuesday, January 27, 2026. Key agenda items include a controversial proposal to extend bar hours downtown, workshops on community grant programs, and a high-profile town hall meeting regarding the city’s multi-billion dollar budget.

Extended Alcohol Service and Downtown Vitality

A significant highlight of today’s 5:00 p.m. City Council meeting at City Hall is the formal introduction of a bill that would allow bars in the Downtown urban core to serve alcohol until 3:00 a.m. Currently, the city requires a 2:00 a.m. last call. Proponents of the legislation argue that the extra hour will help strengthen the hospitality ecosystem and increase walkability by keeping patrons in the urban core for longer periods. Following its introduction tonight, the bill is expected to move to the Rules and the Neighborhoods, Community Services, Public Health and Safety committees for further vetting.

Community Benefits and Personnel Oversight

Earlier in the afternoon, two specialized sessions will address internal and community-facing initiatives:

  • Personnel Committee (2:00 p.m.): Meeting in the Lynwood Roberts Room, this committee is scheduled to review the results of the City Council Employee Satisfaction Survey. The discussion aims to address workplace culture and administrative efficiency within city government.
  • CBA 2.0 Grants Workshop (3:00 p.m.): Council Members Ron Salem and Raul Arias are hosting a workshop in the Council Chambers to discuss the Community Benefits Agreement (CBA) 2.0 Grants Program. This session is critical for determining how funds associated with major city development projects will be distributed to local community initiatives.

Mayor Deegan’s Budget Town Hall

Outside of City Hall, Mayor Donna Deegan is continuing her series of public outreach sessions regarding the proposed $2.02 billion city budget. Tonight at 6:00 p.m., the Mayor will host a town hall at the Legends Center on Soutel Drive. This session allows residents to provide direct feedback on spending priorities, including public safety, infrastructure, and the Mayor's "River City Readers" literacy initiative. The town hall comes at a time of tension between the Mayor’s office and the Council Finance Committee over potential millage rate reductions and corresponding spending cuts.

Morning Advisory Board Session

The day began at 9:30 a.m. with a special call meeting of the Mayor’s African American Advisory Board at the Ed Ball Building. The board is currently finalizing recommendations for the city's upcoming Black History Month events and reviewing long-term community outreach strategies. These combined sessions represent a pivotal day for Jacksonville’s 2026 legislative and fiscal agenda.
