Duval County Public Schools halts headquarters move after developer exits deal for Southbank riverfront site

Developer termination triggers reset of two linked contracts
Duval County Public Schools (DCPS) is revising its administrative headquarters relocation strategy after a prospective buyer moved to end a School Board-approved purchase agreement for the district’s Southbank headquarters at 1701 Prudential Drive. The decision pauses a plan that would have transferred the riverfront property to private redevelopment and shifted district administration to an office campus in Baymeadows.
In actions announced Feb. 12, 2026, DCPS confirmed it had received notice from Chase Properties of its intent to terminate the agreement to buy the Southbank headquarters. In response, the district exercised its option to terminate a separate, related contract to purchase an office building on Prominence Parkway that had been selected as the district’s prospective new administrative headquarters.
What was approved in November 2025
The School Board approved the Chase Properties agreement on Nov. 4, 2025, by a 4–3 vote. The proposal contemplated a $17.2 million purchase price for the Southbank site and envisioned a mixed-use redevelopment including residential and commercial components.
During the same meeting, the board also approved—again by a 4–3 vote—the purchase of a Baymeadows-area office property tied to Dream Finders Homes for about $13.65 million. The package included funding for personal property such as office furniture, in addition to the building purchase.
Why the district says the two deals were connected
DCPS framed the termination of the Baymeadows purchase as consistent with the board’s direction to avoid a scenario in which the district would own and carry operating costs for two headquarters properties at the same time. District leadership has cited the financial and operational risks of overlapping ownership during a transition—such as duplicative maintenance, utilities, and logistical complexity—when the closing dates for a sale and a replacement purchase do not align.
Immediate operational impact
DCPS will continue operating from the Prudential Drive headquarters while district officials evaluate next steps. The district has not set a new timeline for future proposals, votes, or a revised relocation plan.
Key facts at a glance
- Current headquarters: 1701 Prudential Drive, Southbank riverfront.
- Terminated sale agreement: $17.2 million deal approved Nov. 4, 2025.
- Terminated relocation purchase: approximately $13.65 million Prominence Parkway office deal approved Nov. 4, 2025.

District officials said the reset is intended to reduce financial and operational overlap while the district reassesses options for long-term administrative space planning.
The episode leaves the district’s longer-term headquarters question unresolved, while keeping the riverfront property’s future—and any potential redevelopment—on hold pending new negotiations or alternative proposals.
